Presenters:
TPI is happy to have JOE XAVIER, Director of the California Department of Rehabilitation, as the keynote speaker
for the DisAbility Summit. In addition to years participating in advocacy and community
organizations, Joe has more than 34 years of experience in business and public administration.
As an immigrant, a blind consumer, and a beneficiary of the Department of Rehabilitation’s
services, he has the experience and understands the challenges and opportunities available
to individuals with disabilities. Further, he is aware of the services required to
maximize an individual’s full potential. The title of his presentation is If Not You, Who? If Not Now, When? and there will be attention given to COVID-19 as it pertains to transition in his
presentation.
Dr. Richard Rosenberg received his Ph.D. from the University of Wisconsin, Madison in Behavioral Disabilities
and Educational Administration. He has had over 35 years of teaching and administrative
experience working for the Whittier Union High School District in the area of Transition.
In addition, Richard has been a faculty member at California State University, Los
Angeles in the Education Department for the last 35 years. Richard has worked for
a number of years with interagency systems change grants linking education, rehabilitation,
and developmental disabilities services at the local, state, and national levels.
Currently he is providing technical assistance to the Chapman University Thompson
Policy Institute, CA Career Innovations and Project SEARCH. He has been a state trainer
as well as a trainer with Partners in Policymaking and other training grants and opportunities.
As well as his professional experience he is the Uncle/Father of a 31 year-old nephew
/ son with Autism and Down Syndrome. Dr. Rosenberg will be presenting Real World Transition Programming Leading to Competitive Integrated Employment, along with Linda O'Neal.
Linda O'Neal, M.A. is a transition specialist and consultant. Linda earned her Bachelor’s Degree in Psychology from the University of Southern California
and her Master’s Degree in Special Education from California State University Los
Angeles. She has worked in the education field for 40 years and has experience teaching
in grades K-12 as a General Education Teacher, Special Education Teacher and Transition
Specialist. She is currently the Chair of the CU Thompson Policy Institute’s Transition
Initiative. Additionally, she is a consultant for the Regional Center of Orange County
supporting workforce development programs including Project Search. As a Program Specialist
for San Diego State University Interwork Institute, she assists in writing, implementing
and evaluating federal grants with a focus on career development for youth and young
adults with a wide range of disabilities. Currently, she is the Principal Investigator/Program
Specialist for three national grants including: the California PROMISE Initiative,
California Career Innovations and the Workforce Innovation Technical Assistance Center.
These programs focus on competitive integrated employment, career development and
post-secondary education/training with a goal of promoting adult self–sufficiency
and quality of life for individuals with disabilities. Linda will be presenting Real World Transition Programming Leading to Competitive Integrated Employment, along with Dr. Richard Rosenberg.
